When pitching a high foot has to do with locating a ball on your glove side of the plate, right?

On an outside pitch there will be more weight on the rear foot versus an inside pitch at contact.

I don't fully understand the pitching question, but I think in and out pitches are different because of how you sit up on the rubber.
