Jack,

I believe that both the hips and the shoulders should be incorporated in the swing, but you cannot state that one or the other powers the swing.

The whole body working together powers the swing.

If you wanted more detail to which body parts are the most involved in powering the swing, it would be the rear side of the hitters body.

The rear foot, rear leg, rear hip, rear shoulder, rear arm, and top hand all power the swing. The front side does contribute, but the rear side should do more of the work than the front at launch.

As far as the timing of the back side force... The entire back side should initiate in unison. It all starts together and as the rear foot/rear hip reaches full rotation, the top hand and rear arm reaches full extension through the ball.
