According to one of the sports science shows recently, the human eye/brain can't react fast enough to see a 95+ mph fastball for the last 15 feet. I assume this means if it's less than that, most people can see a pitch closer in. It was an interesting show as it demonstrated how far away a major league hitter has to start his swing to catch up to a pitch like that.
