i have viewed my final arch tape serveral times but i am still confused on how to hit the outside pitch with rotational mechanics

With all due respect to Mr. Mankin, the reason you are confused is because hitting an outside pitch is not compatible with so-called rotational mechanics. On the outside pitch you have to hit the inside part of the ball, which means letting the ball get in farther as well as not fully rotating the hips.
