I question whether you've read his stuff. This last charge wouldn't be made if you had.

Scap loading in pitching is clearly seen on all hard throwers. The pinching together of the scapulas plays a role in proper arm action as well as in proper rotation. Do some research on stretch reflex.

I don't know how to answer "what is being loaded" when we say load the scap or load the hip. The only answer is the scap and the hip.
