tee vs coach pitch

I'm in a area that is restricting my kids from bumping up to coach pitch because they missed the cutoff date by a couple of months...justification is "it's our past practice not to" Last season they killed in t-ball, my concern is for the safety of other kids that might get in the way of a ball hit, how do you take a kids that can hit a pitched baseball and tell him to go back to the tee...go back to where you can only throw the ball to certain players…?

Any of you have any info on other leagues that allow kids to bump up based on ability as oppose to age?

There secondary reason is- "if we do it for you we have to for it for everyone”, “we don't want to open a can of worms..." Out of 300 sign ups, they have myself and one other parent asking to bump…?
