Flattening Hands a Swing Flaw?

Should the hands be flattening (i.e. bat head becoming more horizontal) at any time prior to front toe touch & rotation beginning?
Is this action a swing flaw, or is some form of this movement a normal/desireable part of loading and/or the body finding the correct swing plane? It appears that some professionals have a "flat bat" just prior to rotation (e.g. Luis Gonzales).
Is there a "correct" hands/bat angle sequence (or at least guiderails) that should be occuring during the stride/prior to toe touch - or after? For example, should I strive for quiet hands (no hand cock, bat at 45-deg w/horiz) until toe touch?
