I totally agree with the inward shrug of the front shoulder. What I have noticed with young hitters is that when they go to "load" or "cock", they tend want to bring their weight and hands back towards the catcher. Of course, this will cause linear motion. When I got them to shrug their shoulder inward a little, it caused a more rotational swing.

Now that you explained the significance of the hands, more so than the hips/shoulders, it makes sense. If you concentrate on the hips and shoulders, it will interfere with the natural rotation of the hands. It will also cause the hitter to leave the hands behind, causing a slower and linear swing.
