Yes, the lead-shoulder should still be adducted (shrugged) inward 45 to 60 degrees while in the launch position. At initiation (launch), the shoulders (including the lead-shoulder) start to rotate from hip and torso turn. However, this does not mean the lead-shoulder abducts (un-shruggs) at initiation. Most good hitters will not completely un-shrug the lead-shoulder to the 105 degree position until bringing the bat to contact – I guess that would be frame #0 by your count.
