When talking about pitching it is when you step toward the plat the toe of the landing foot is slightly pointing toward the batters box on the throwing hand side.

Open would then mean when the landing foot is pointing toward the batters box of the glove side.

In my opinion if the toe is pointing straight toward the plate or slightly closed then you are okay. I get concerned and usualy see bad habbits and pitches when the foot is open more or toe pointing more on the glove side.
