Mike,

Where is the ball when they begin their step?

If they wait until the ball is halfway (when they decide its a good pitch), they will be frozen or will swing late.

When you work in the cage, make sure they step when the ball comes out of the machine (same as when the pitcher lets go of the ball). If they do this, they will be able to hit any speed.
