Pitching rubber

What is the rule for a pitcher in conjunction with the rubber. Often I'm told one foot has to stay on the rubber when pitching? How is that possible when you see the pivot foot of a pitcher off the rubber for a second when pitching from the wind-up as he turns his body. (Look at the pitcher recently at the LL World Series.) What's the rule.
