Front Foot Rotation

I somehow have gotten confused by how the front foot facilitates the opening of the hips. Does the front heel drop THEN rotater the heel back as the leg extends? Or does the front heel rotate THEn the heel drops? Or does everything happen all at the same time, that is-front heel drops and rotates back and leg straghtens at the same time?
