Speed of hip rotation

I have heard that the hips initiate the swing. Therefore, is the speed of the hip rotation fundemental in developing a fast shoulder turn? Do great hitters generally rotate the hips faster than average hitters? Or, is the speed of hip rotaion relatively unimportant and the POSITION of the hips when the swing starts the most imporatant factor for good batspeed?
