Pre-Launch Shoulder Rotation

I'm confused now. As the front foot is lifted to initiate the swing, you should pull the bat back towards the catcher, but you also mention rotating the shoulders as initiating the swing. I thought as the front foot dropped, the hips were the first to rotate, followed by the hands and shoulders. Just a little confused.
