Well, the math needs to be checked but what I get on a quick 1st pass is this:

A change in velocity has a greater effect when the mass of the object is greater than 1/2 the velocity of the object.

Equivalently, a change in mass has a greater effect when the velocity of the object is greater than 2 * the mass of the object.

***The units of mass MUST be in kilograms and the units of velocity MUST be in meters per second (or their equivalents).***
