Bill,
I suspect you are making contact with the ball at different stages of your swing depending on where the pitch is located. On a low pitch you are probably completing more of the swing than you are on the high pitches. You may also be extending your arms more and scooping low pitches into the air. One other factor I would consider is, what is the speed of the pitch. Perhaps this is more of a culprit than location. Personaly, I keep my hands right at shoulder level and have no trouble with high pitches.
