Almost all the hitters I watch on frame by frame video -Griffey, AROD Palmero, Gywnn, John Olerud, Larry Walker, when their front toe touches AND even when their front heel goes down - the bat head is still cocked (pointing back towards pitcher) and their scapula is still loading. I do have and watched an old video clip of Ted Williams (of course he started with his bat held vertical) and at toe touch his bat did start turning and that corresponds with his book.

Now that when know what scapula loading is and what to look for - where in the sequence does it fit in. You jumble scap load, bat starts uncocking and front toe touch all together -- is there a specific order or does it depend on the hitter or even maybe the pitch location? The hitters I watched STAY LOADED and COCKED as long as possible - the ball is within 10 feet before they uncock or the bat head starts to turn.
