Born with batspeed?

Does anyone feel that a hitter has a certain ceiling of batspeed in his baseball career, or can he be taught and develop the same batspeed that many MLB hitters have?

Also, do MLB hitters have a cap on the batspeed that they can ever produce?

I am curious to see what many coaches out there think about this and other ability development topics.
