I can't speak for Jack,but I do know a lot of coaches teach stopping the shoulder rotation to assist whipping of the arms.For example,Schwanke in the most recent BLAST video warns against swinging with the shoulders and likes the drill where you swing into the tire with a firm wrist snap.
