CAN YOU TELL ME WHEN IS THE BEST TIME TO START YOUR STRIDE, OR IS THIS AN INDIVIDUAL REACTION THING.

It most certainly is an individual reaction thing.

Having said that, IMO the best time to start your stride is when the pitcher breaks his hands during the wind up and certainly before the pitcher releases the ball. The stide foot should touch when the ball is approximately half-way to home plate. Many younger players wait until they see the ball - then they decide to swing - then they stride -then the ball is by them. IMO you stide - decide - swing.
