Have the batter hit with a wide base and no stride.

Do soft toss and toss it from the side to the back leg of the hitter. Make sure you position yourself where the hitter can't hit you with the ball. Have the hitter take a normal stride.

Set up a tee on the back leg and have him take a stride and hit foul balls in the direction of the dugout.

Get an old bat and see how far he can throw it in the field. Have him get in a batting stance and see how far he can throw the bat. You have to get your foot down to throw it far.

In all these drills the hitter has to get their foot down first and then initiate the hands. Maybe they will get the idea what you are trying to get them to do.
